A four-story apartment building is headed for the Turkey Creek area of West Knoxville. Knoxville City Council on Oct. 27 approved the funding for Union at Smoky Mountains, putting $750,000 from the city's Affordable Rental Development Fund into the $38 million project at 360 Lovell Road, the Knoxville News Sentinel reported.
The project sits just south of the interstate in Knoxville, Tennessee, near the Turkey Creek shopping district.
What's planned at 360 Lovell Road
Union at Smoky Mountains will have 100 apartments, from one to three bedrooms, in an L-shaped building. Every unit is income-restricted, which is why the project lined up state tax credits and city money on top of private financing.

The units break down this way:
- 25 units will have a 30% median income restriction
- 15 units will have a 60% restriction
- 60 units will have a 70% restriction
For scale, the News Sentinel notes that the median income for a family of four in the Knoxville metro area is $103,700.
How the deal got done
The city money is one piece. The developer also has a payment-in-lieu-of-taxes deal from KCDC, Knoxville's housing authority, reducing property taxes to $13,472 annually for 20 years, according to the News Sentinel. KCDC is also attaching project-based vouchers.
It's a familiar route on the west side. The News Sentinel reports this will be the fifth affordable housing complex in Knoxville's 2nd District to use the fund.
