Franklin aldermen will take public comment Nov. 10 on Harpeth Village, a proposed apartment and shopping development on Franklin Road next to The Factory at Franklin. The Board of Mayor and Aldermen set the hearing at its Oct. 13 meeting, the Williamson Herald reported.
The request would rezone 20.33 acres in Franklin, Tennessee, east of Franklin Road and north of Harpeth Industrial Court. The land is zoned Estate Residential and Light Industrial now. The owner wants Planned District zoning.
What's proposed
The development plan calls for 187 multifamily units and 75,000 square feet of commercial space. It falls under the Factory District design concept in Envision Franklin, the city's long-range land-use plan. The concept's stated goal is to "expand the types of uses found in The Factory at Franklin to surrounding properties in order to create a memorable destination," with high-quality architecture, tree-lined streets and room for people on foot and on bikes.

Road work added to the plan
The plan now comes with road requirements. Greg Gamble of Kimley-Horn, the project's applicant, told aldermen at their work session that the developer would have to improve 1,400 feet of Franklin Road in front of Harlinsdale Park and add a right-turn lane onto Harpeth Industrial Court.
At Vice Mayor Patrick Baggett's request, the developer would also have to "provide a vehicular and pedestrian connection from Harpeth Industrial Court to the Factory property," Gamble said.
Why it was delayed
Those changes came after a false start in September. At their Sept. 8 meeting, aldermen voted 6-2 to put off scheduling the hearing, the Herald reported at the time. Baggett said the board needed "a lot more substantive discussion around the development plan" and wanted the public to have more time to see changes.
Alderman Matt Brown raised traffic around The Factory, where a new hotel is going up and nearby neighborhoods keep growing. Alderman Greg Caesar said pedestrian safety between The Factory and The Park at Harlinsdale Farm had to come first. "The Factory District is an important part of the future of Franklin," Caesar said, adding that people should be able to get around it on foot and by bike, not only by car.
Aldermen Ann Petersen and Clyde Barnhill voted against the delay.
What's next
The public hearing is set for the board's Nov. 10 meeting, where residents can speak on the rezoning and the development plan before aldermen act on Harpeth Village.
