The first building at a new data center campus on Fort Worth's far southwest edge now has its insides on file with the city. A permit application filed Oct. 22 at 9700 Team Rockbrook Pkwy. covers the "interior fit-out of an existing shell," at a reported value of $286.6 million.
That shell is big. The May application for it describes a 488,770-square-foot "Data Center - Building 1 Cold Dark Shell," valued at $300 million. The campus sits off Interstate 20 near Chapin School Road in Texas, just west of Benbrook, on land the developer Edged plans to fill with data center buildings over the next several years.
Three filings since May

The shell went in on May 12. On Sept. 2 came a $1.6 million application for "substation vertical work."
Then the Oct. 22 fit-out. Side by side, the interior work is valued at nearly as much as the building around it.
Permit values are estimates filed with the city, not contract amounts. The permits don't name the owner. The developer's name comes from the news coverage below.
Who's building it
Edged, a subsidiary of the infrastructure company Endeavour, is behind the campus, the Fort Worth Star-Telegram reported. The site is 186 acres in the Veale Ranch development. The City Council rezoned it in June 2025. The plan includes an Oncor substation, and the state grid operator, ERCOT, has signed off on the development, according to the Star-Telegram.
A tax incentive proposal from the city's economic development department put the whole project at $1.1 billion across two phases through 2031, Connect CRE reported, citing the Dallas Business Journal. That splits into $570 million in real property improvements and $525 million in equipment. The first phase called for $270 million in construction by the end of 2028 and $300 million in equipment by Jan. 1, 2029.
Those figures don't match the permits. The shell application for one building alone carries more reported value than the $270 million construction figure for the whole first phase. No source we found explains the gap.
The proposal called for at least 50 jobs across both phases, at a minimum salary of $73,000 a year, according to Connect CRE. The city projected $34.9 million in revenue from the project.
Edged had asked for a 10-year, 50% break on business personal property taxes, valued at $18.2 million. On March 31, after more than 90 minutes of public comment, the council postponed its vote on the break, CBS Texas reported. The permit filings kept coming after that.
A second building down the parkway
The campus is called Project Outpost, and a second building is lined up next door at 9720 Team Rockbrook Pkwy., BenbrookLife reported in September. That one is about 485,947 square feet with an estimated cost of $300 million. Construction was scheduled to start Nov. 1, with completion targeted for April 1, 2028.
The site can hold four buildings of roughly 450,000 square feet and about 100 megawatts each, according to BenbrookLife. Two are approved. Built out, the campus could reach about 400 megawatts. No timeline has been given for the last two.
The sizes don't line up exactly either. The city application lists Building 1 at 488,770 square feet, a bit bigger than both Building 2 and the round figure BenbrookLife gives for each building.
The data center build-out, nationally
The demand behind projects like this shows up well beyond Fort Worth. Caterpillar's order backlog hit $78 billion in the third quarter, nearly double a year earlier, and its power generation sales rose 30%, driven by data center customers, Construction Dive reported. CEO Joseph Creed called it the company's "highest sales quarter ever."
Next on the parkway is Building 2, with its construction start set for this month.
